FIFA who were investigating the bidding process to the two world cups (Russia and Qatar) are done with the investigation but are refusing to divulge any kind of information on it as of yet.
With the committee headed by Hans-Joachim Eckert, the German judge who heads the adjudicatory arm of FIFA's ethics committee, said in an interview with FIFA's website "would actually put the FIFA ethics committee and FIFA itself in a very difficult situation legally."
FIFA who are looking in to the charges of bribery and the racket who helped them to attain the world cup bids, said they will not reveal the report but they make a overview of the report and put it out to the world.
FIFA's investigative arm and several members of FIFA's executive committee members like Sunil Gulati and UEFA president Michel Platini, have joined in that call for transparency.
Garcia was quoted saying:
"The investigation and adjudication process operates in most parts unseen and unheard," he said. "That's a kind of system which might be appropriate for an intelligence agency but not for an ethics compliance progress in an international sports institution that serves the public and is the subject of intense public scrutiny."
